Are you linking to a thumbnail at Picasa?
1meg is over the file size limit at most forums.
You can resize in a lot of software (Photoshop elements has 'Save for web') - one Windows free simple program that works is Mihov Image Resizer.
You need a pic that is 100k or less, and perhaps 640x480 so it doesn't appear too large on older displays.
