I just tried scaling a kayak design to 90% using Ross Leidy's excellent free program, "Kayak Foundry" and the maximum righting moment was just under half that for the full size version.

It would appear that the loss of stability in a scaled down kayak is at least as bad as the loss in a scaled down yacht.
