It probably depends on your latitude (i.e. sun intensity) and whether the boat is left out in the sun for extended periods, I think.
'Brightwork' on a moored boat is a whole different thing from most kayak's lives.

I've always thought that the level of UV protection depended only on the varnish formulation and the coating thickness. (?) I suppose that sanding/rubbing/buffing would decrease the film thickness?
Most boat varnish I've used is too soft to respond well to rubbing/buffing. I save that treatment for guitar projects!
