They "clam" it is to help pay for the creation of water trails and canew/kayak launch sites around the state. I must admit some of these are nice gravel parking lot middle of nowhere to put in at. Aside I would never take a stripper on most of the streams and creaks around here just a cheep old plastic beater boat. You drag bottom a lot... A water trail is just a portion of the river they put signs up saying it is a scenic water trail and promote as a water trail.

Else ware they and originally thy called it an environmental impact fee.
