I would do a little hand sanding to rough up the low spots and then I use rollers to apply thin, even coats of epoxy. You might want to apply two more thin coats at this point since you have already sanded to glass in some areas. With the rollers for resins, you can use a paint tray and then after rolling on, tip off with a dry, cheap disposable chip brush to get rid of any bubbles formed by the roller foam. As it sets up on your final coat, you can go over with a dry foam brush. You will be able to get a pretty smooth finish with this technique with very little sanding for varnish.
