Having looked at the pic I realized the boat already has bilge planks. They are fairly steep angled, so the waterline is below the chine and hence the waterline beam is less than the beam at the chine, which may be the real problem. There also appears to be a lot of buoyancy at the stem. A simpler way to increase stability might be to add a pair of sponsons in the form of pool noodles.

As far as cutting and inserting planks is concerned, I've done stuff like that and don't really want to talk about it.

However, based on that educational experience, what might work is to clean off paint etc along the proposed new chines and add small (3/8 sq) external chine logs before making the cuts. Then plane bevels for the bilge planks. Once the new bilges are in place clean and tape the inside chines before planing off the external logs. That way the hull should hold its shape and allow you to mark off the ply for the bilge planks.

On a canoe you could use internal chine logs and omit the tape, but that would be difficult with a deck. Good luck with whatever you try. A great deal of Guiness seems indicated, both before, during and after.
