Not sure how to go about a retractable under stern. Seems complicated.
Choosing an under stern or over stern would depend on whether or not your stern spends time out of the water. The tail of a surfski is often out of the water in open ocean downwind conditions therefore an understern is required. If you won't be planing along on runners then an overstern might do the trick.
