Simple and cheap? Definitely. Safe? I'm not so sure...

If the off-cut moves slightly, the blade could still pick it up and fling it back at the operator. It doesn't take a lot of contact to make this happen, especially if one end of the off-cut hits the blade and the other hits the fence. I'm sure you're careful - and 99 times out of a hundred nothing is likely to happen - but I wouldn't pass this off to the casual user as "safe." Accidents are just too common on tablesaws.

Don't mean to be a wet blanket, and others may see this differently.
