I'm with Glenn,
This doesn't look at all safe.
The clamp is OK until it shakes loose. The nearness of the fence increases the chance a cut off has something to help it get back onto the blade.

: Simple and cheap? Definitely. Safe? I'm not so sure...

: If the off-cut moves slightly, the blade could still pick it up and
: fling it back at the operator. It doesn't take a lot of contact
: to make this happen, especially if one end of the off-cut hits
: the blade and the other hits the fence. I'm sure you're careful
: - and 99 times out of a hundred nothing is likely to happen -
: but I wouldn't pass this off to the casual user as
: "safe." Accidents are just too common on tablesaws.
