Good question! With glass both sides the job of the plywood in between is to keep the 2 layers of glass at a constant spacing: the glass does most of the work from a structural point of view. If the plywood is 3-ply with voids in the center veneer or gaps in the glue films then it is much easier for the unsupported outer layers to buckle, potentially leading to collapse of the hull skin.
