Skin-on-Frame: offset confusion

I'm seriously thinking about a wood frame, non-folding, Sea Pup for my
son. He'll have more fun in his own boat instead of riding up front in
our Chuck 15. The Skinny Mouse he's used has proven to be too slow, too
wide, and too wet for his taste. A photo on Tom Yost's wood frame manual
has me confused:

Why is the keel drawn projecting down below the keel offset? Seemingly
by 1/4 inch. I see how the outer edge/corner of the chine and gunwale
line up with the offset for those coordinates, but that extra keel
hanging down has me scratching my head. Shouldn't the bottom edge of the
keel line up with the keel offset?
