The adhesive on pinstriping tape is not very aggressive and it has zero structural strength. It won't matter whether the epoxy is tacky or not, because you're going to have a layer of adhesive between the epoxy and the vinyl and the epoxy won't dissolve it. Even if you removed the adhesive from the tape, the vinyl itself has little structural strength. If you're doing this in an area that's purely cosmetic, it should be fine, but if it's in a stuctural area, I'd say you're making a mistake as you will weaken the structure.
