I stretch the six inches or so of the end while wrapping about eight to ten inches of brown packing tape length wise around the bungie, leaving a thin tail on the end. When released it will wrinkle.

Push the rolled end of the tape tail through the hole, this is easy because there is no bungie in the end of the tape.

Then holding the back end of the tape roll where the bungie enters it, pull on the end of the tape that is sticking through the hole while gently stretching the bungie. The bungie will slide through as it thins out.

I hope that makes sense.
