That's a real interesting concept.
It really depends on how accurate you want to be. If you're just trying to generally duplicate a boat you like in wood, it would probably do fine but there is lens distortion that would not make it accurate. Unfortunately with human powered boats, small differences can be quite noticeable.
If you photographed a "scale" along side the line like an object that is 5" high, it would make it easy to scale the photo / form.
