I looked up your epoxy and I see they make a UV proof epoxy - interesting.

I've been using Entropy resin exclusively for about a year now. Great company to work with and fantastic bio-based epoxy. It's thicker than MAS but still wets out the heavier and tight weave glasses beautifully.

The CLR has the UV stabilizers. It's often used as the finish coat on surfboards. The current Wahoo FSK race kayak I have in the shop will have CLR as the final coat on the deck. The hull will have a silicone-epoxy paint used on airboats. In the bench tests I've seen it's as durable or more than the graphite I use. It's also very slippery for reduced friction.

To answer the original question: when I use a seal coat with CLR I'll wait overnight before glassing. I'll scrape off any dust nibs that may have settled on it so the glass lays flat. It does not blush. Like others have said the epoxy must be green for a chemical bond otherwise sanding is required for a mechanical bond. If you can press your fingernail into the hardened epoxy it's still in a green state.
