There are more the one kind of bond. I suspect the epoxy is sticking the the polyurethane (bonding), it's not a structural bond though (can't put any load on it).
The first is ok for finishing a surface.
Epoxy won't though stick well to a shiny surface, the poly will need to be sanded first for a reliable bond.
