I'd worry more about keeping the boat perfectly fair (bumps and hollows cause a heck of alot of drag) and not really worry much about the surface finish. Basically smooth should be fine. Paint is easier to polish btw, but to do that with any finish you have to have something to polish away which means it's heavier than it needs to be in the first place. Heavy is slow.
