The distance from the bulkhead to the hinge to the top of the pedal can't change once the pedal is set at the distance required. The only thing that can change is the top of the pedal to the rudder as the pedal is moved about its hinge/pivot point.
Draw it on a bit of paper. it is all geometry and simple once seen.
