Well at this new version of the forum you can really upload files. They are stored in the forum space.
Above the text frame there is a button with caption 'choose file', klick this and search your picture .jpg on you computer. Only use pictures that have not to much pixels. Make them smaller then your camera stores them.

Things must work differently from where you are!
At my computer, I get the following buttons above the text box:
Heading_1
Heading_2
Heading_3
Big
Small
Bold
Italic
Underline
Center
Highlighted (Y)
Red
Green
Blue
Image (provides spot to insert URL)
Quote

Definitely no option to upload a file to the server.
