Temporarily fasten the recess in place with 4 self-tap screws (drill pilot holes).
Grind away the 'unwanted' deck area.
Drill a good number (a couple of dozen) of holes for more screws which will be used when bonding the recess into the deck.

Now is the time to get the recess out of the way and fit the bulkhead in place.

DO NOT FORGET TO MOVE THE RECESS FABRICATION FORWARD BEFORE BONDING THE BULKHEAD!

Bond the bulkhead in place.

Bond the recess fabrication in place, using screws to get good contact all round.

Remove the screws, countersink/chamfer the holes, sand the underside, then fill the holes with epoxy and filler.

Sand and fill with fairing compound
