[qCan I get away with more affordable/cheaper 3M Fiberglass Resin & Hardener at the local big box store ($37/gal / $16/qt)? ........
If this epoxy is unusable in this situation,......

I'm 'pretty sure' that the 3M product is polyester resin, not epoxy. Polyester resin was used on wood strip kayaks and canoes in the olden days. Sometimes it worked OK, but there were a lot of reports of delamination and peeling. Polyester doesn't stick to wood as well as epoxy.

I'd stick with one of the standard brands of epoxy - WEST,System 3, MAS, Raka, etc....for your sealing job.

I've never built a SOF boat, but I'd be cautious about coating the lashings with epoxy- some SOF builders want some 'flexibility' in the lashings and structure. Get advice on that point from somebody experienced (you may have done that already).
