I have the same problem with the Hully Rollers on the Yakima bars. I used Rescue Tape, a Silicon rubber self amalgamating tape, that fuses to itself, and put just a couple of wraps around the bar where the carrier mounts, then reinstalled the rollers, and it has pretty much took care of the problem. It seems to create enough friction to stop the rotation on the bars.
