To get a good mechanical bond I would advise you to wash the hull with soap and water and then plain water (in case you are using amine based hardeners causing amine blush), then sand with sandpaper no higher than 120 grit. Using finer sandpaper will not benefit the bond nor will it give you a better surface at that point.
Make sure you sand thoroughly so there are no more shiny spots but also avoid removing the seal coat completely… For me 120 grit Abranet works very well.

Good advice IMO.
(Though I seldom use a seal coat, that's my standard technique if I'm adding epoxy - repairs, fairing, mods, etc.)
