I am not certain but if you are filling the weave on the outside of the hull, do not do it until the deck is attached. You are only going to mess up the exterior again once you attach the deck to the hull.

Unless:
a) you have a very clean shop
and/or
b) you have compressed air or a very good vacuum available to clean the hull

I'd advise putting on the fill coats right away. Every speck of dust trapped in the cloth weave will affect the transparency of the finish.

You can always put on a thin 'top' coat later, but that's easy to do if you have a reasonably smooth surface to clean and prep.
