I agree with Marc, the whole penetration issue is usually greatly exaggerated. You can easily find out by coating a board and then cutting it to see how far it went in – it really doesn't go beyond a coat due to the fact it's made of solids. Thinning it will let the thinner pass but the solids more or less still remain on the surface.
However, low viscosity epoxy has some advantages when you want an even thin primer coat.

Just like when you're glassing it's a good idea to do the first coats at falling temperatures, this will help "pull" the epoxy into the cells a little more.
