Hmm, given that the primary stiffness would be in the skin on each side of the core and both are equal in skin seperation, there would be little or no difference between the two builds.

You are correct, according to Gougeon's data a glass skin on both sides increases the stiffness of the ply core so much that the stiffnes of the ply core becomes virtually negligible.

Of course, the two boats would have unequal weight which seems unfair to the boat with the lighter cedar core, or perhaps unfair to the guy carrying the heavier ply boat.

The original question said nothing about weight: for equal weight the cedar could be around 50% thicker than the ply which should make the resultant cedar boat around 50% stiffer.
