Scarfing is uncomplicated. Method depends on what tools you have. You can use a saw, a plane, a router or a sander, making the cut accurately needs some kind of jig, so does gluing the joint. Google "scarfing jig" - you'll find lots of every type for strip stock and plywood.

I have used a chop saw, planes and routers, even tried a belt sander but currently I use a bench disc sander for stuff like gunwales, which I find fast and accurate. I just set up a guide strip on the guide table, make a test cut to make sure it comes out square, and have at it. For gluing I have a neat jig which holds the joint aligned while I clamp it then I can remove it to free the jig for the next joint; this allows me to complete scarfing in one session. Whether you want to get that fancy depends on how many joints in your wood and how patient you are . . .
