Actually to get a really decent scarf that's both strong and won't effect the bending the ratio needs to be longer than 6:1, 8:1 minimum, 12:1 is more the ideal. The shorter scarfs will work, just tend to create a hard spot in the bend. The advantage of putting the scarfs at the ends is they are mostly unloaded, so any problems cutting or gluing the scarfs won't have as much an effect as one where the bend is more.

Scarfs aren't the difficult to cut, but it does take a bit of practice to keep them flat.

Yes, the ratio of say 6:1 is 6 parts length and 1 part thickness, longer is stronger, also uses more wood since both pieces have to have the scarf cut on them, so shortens the available length.
