Looking at test samples is a valid and useful tool, but I don't think it completely answers the original question.

Looking at samples of foam, ply and strip cores only tells what the sample will do locally, not necessarily what it'll do in an entire structure. In my previous example you can make a thin plywood kayak and without any skins it can be a very useful kayak. You can't do that with strip nor foam cores. Therefore saying that the core doesn't add much of anything to the overall strength of the boat doesn't make a lot of sense.
