Thank you, all for your replies. Wealth of experience :-)

Since this boat will probably have limited use until my son grows out of it and my goal is to minimize the cost, I will
- use ext grade ply 1/2", 4x4' should be enough for the Pup I guess
- use mason type of string to lash the frame (can get a spool for $1 in the dollar store here)
- use TB III where I have to glue
- varnish the ply
- oil the stringers
- laminate Greenland paddle out of bits and pieces I have in the shop.

The remaining decision is what to do about the skin - PVC, nylon or poly? and coating?
