When moving, skeg up, the boat will tend toward the wind, but it will go broadside if it is at rest. Skeg deployed will turn the boat downwind.

I'd try lying ahull and then jamming a paddle in the water forward - like a bow rudder but with the blade parallel to the keel.
If that turns the boat upwind, then a forward skeg would work, I guess.
