Every state is different. Look up the laws on the net, searching for the DMV sites for each state.

Pretty easy to just put a flag on the longest boat to be sure.

I've towed my trailer with long boats on it in several states and never had any problems at all, no one has ever questioned it. If you drive fast they might have more reason to question it, follow the rules and they usually just leave you alone.
