The ideal for me is the old whitewater rand used in place of the shock cord, completely waterproof. It's sorta a triangular piece that's stretchy like a shock cord but seals MUCH better to the coaming.

Have no idea where you're find it, if it's made anymore. I've got one for a very old poly squirt boat that I rarely ever paddle anymore, should use it's coaming as a template for a more "normal" boat's cockpit so I could use the skirt again.
