If you have to take off loose fiberglass, then you replace with fiberglass with epoxy. Don't just use epoxy.
The fiberglass gives the strength, but only if held down with resin - epoxy is the best/ strongest resin.

If it was me I would remove the entire glass coating on the outside, it looks like you have so many whiteish spots, showing the glass has separated from the wood. I have done it to my first stitch and glue boat. It was easier than making lots of individual repairs and worrying that the next little area over will separate later.

Good luck with the inner joint between the deck and hull. It needs to be removed and replaced also. Sounds difficult.
