The skeg should be as far back as possible.
Unfortunately the simplest way I know to do it is to screw it on.

If you can get a sheet of polypropylene (think plastic food cutting board) you could try to weld it on, by using a soldering iron to melt both the hull and skeg together. There are also commercial welders for ~$90 on line. Search for "plastic welder".
I had the same problem with a round hulled catamaran rowboat which had no bow or stern in the water. A 6 sq. In. skeg made it manageable.
