I should have built a Shearwater 17 for her, which I'm building for myself right now. The longer boat would be faster too.

As John said, that is not necessarily true.

I have found both in theory and in practice that you need to be quite a strong, determined paddler to gain anything by making the kayak longer than about 15 feet.

While the longer kayak may be faster during very short sprints, it will take more effort to move it at the speed it will be doing 99% of the time. So at the end of the day, the longer kayak is slower.
