That's about right. I have used Titebond 3 extensively for years and love the stuff. But epoxy is the way to go for scarph joints because epoxy is the only glue that has any gap filling qualities.

Definitely make your stringers slightly large so that you can trim all 4 sides. If you have a surface planer you can do pretty well, although you are subjecting yourself to a lot of extra work.

Pallets are usually red oak. White oak bends better. You'll just have to try it and see.

Try to make your stringers out of a lighter soft wood - cedar or pine - in order to keep the weight down.
