This is the building sequence I used:

Hot-glue the deck and hull shear strips to the form, using some clamps to be sure that they are aligned to each other.
Strip the hull.
The first normal-thickness strip is hot glued to the form, after that you could use either staples or hot glue.
Sand and glass the outside to within 1/2" of the shear strip, remove the hull from the form.
Then strip and glass the deck.
Sand and glass interiors.
Glue the 1/4"x1/2" spline into the hull shear strip slot.
Bond the deck to the hull.
Glass interior seam.
Plane off the shear strip flange, sand and glass exterior seam.

You have to use spreader sticks after glassing to maintain the designed widths of the deck and hull.
Still, when you dry fit the deck to the hull, they will not align perfectly.
This is where I used temporary adjustable 3/4" PVC tubes inside to spread out the narrower part before bonding.
