I had the same issue with power sanding. The edges of the paper caught and made gouges.
Take a look at Nick Schades blog. There is a video showing the tools he uses. Looks much easier with the proper tool.
I suspect the operator skill probably makes a big difference.
I also don't yet know about the cost of the tools he used.

The biggest difference I have seen is to not get aggressive. Light pressure makes a big difference.
