Many "how to" books have free plans for everything. Kayaks. Canoes, Cross Bows, Dog Houses etc.

It adds legitimacy and value to books. Almost all the books I have on guitar building all have complete plans on one or more guitars and some even include plans in a full size drawing.

People sell things to make money. And some times it just nice to give as well.

I think for the most part, some people might venture into a free design boat building project when they are not sure of their commitment, skills and interest more than people who are paddlers who want something more particular.
