Off Topic: Accurate large scale plots

I need to send someone a one to one scale drawing something about 35" x35" overall.
It will be used to match up hole locations.
It is drawn in CAD and converted to a PDF because the local printing place didn't want deal with DXF or DWG or other cad file types.
Along the vertical axis the plot is right on.
Along the horizontal axis it is off by 1/16".
The question is:
Is this the best that can be expected or is there a way to do better?
