Dave,

I have no personal knowledge of Zebra, but I would like to see the continuing build pictures when you get it figured out.

I have always understood that carborundum grit on paper is sharper and lasts longer.
Is it possible to try the wet/dry paper? I understand the premade sleeves probably not. There are some drums that take a regular sheet of paper and tighten up with an Allen wrench.

Last suggestion is to use a piece of pvc the right diameter, spray glue on your choice of paper, then do it by hand. That will slow down the speed (a lot!). I find it does not really take that long working by hand.
