Here's a simple treatment. I've used simple webbing but don't like screws on a wooden boat and the webbing gets ugly in a few years.
Once I had the loop inserted into the sealed hole, (boat upside down) I would burn the 1/4" of rope with a torch and it would melt into a lump under the deck. You can not pull it out. Then I wiggle the outside loop and dab in some epoxy into the base of the loop. with an artist brush. (boat right side up)
