If you are talking about laminating an internal stem (or external) just cut the plys to 1/16" and stack up as many as you need. Anything will bend well enough for a typical boat.
I agree with the statement that you should just band saw out the shape. Its just not necessary for strength to have a high strength wood inner. A epoxy plug works but might be heavy, a single ply of glass works, but the inner stem is convienent to staple to like Bill said.

For the stem 1/8" probably will not work without steam, water or heat - just a waste of effort. Unless you just want to learn those techniques.
