I think you're over thinking it. A saber saw (electric jig saw) will cut the shape on an internal softwood inner stem easily, it has to be tapered and that's done by hand normally with a plane regardless if you have big stationary tools or not, the angle changes depending on where the stem is in relation to the planking. Easier done by hand.

There really isn't a reason to laminate an internal stem.
