I'd suspect the same thing, if the surfaces were roughed up and the epoxy not completely squeezed out of the joint with excessive clamping pressure, I doubt the joint will fail. You need to gain surface area for the epoxy to bond to, the idea of sanding the surface. And epoxy isn't a normal glue, it needs some depth of the glue to work.

Having both surfaces smooth (unsanded) and no glue line depth then you've set the joint up for failure.
