The foot pedals would need to be mounted to something like a stringer, but could be moved. With a SOF, thru mount would not do as this is the standard in plastic boats in which they drill right through the hull and attach. The stud needs a wide base to attach to so don't know what width stringer you would have in there. I suppose you could just screw the track to a stringer with a small modification and move it later, but if the rod is placed so that she can use shortest length now and adjust as she grows no need to move the actual track.

Once in place, they adjust in length by simply turning the rod and sliding the pedal forward, then turn rod back to lock in place. No need to reach inside. The adjusting length should give a few years of use as she grows.
