I've had a red kayak and until I loaned it to a friend and paddled his thought it was very visible in all light conditions, in the late evening that thing just about disappears.

I would expect the Coast Guard spent a pretty penny to find out what color combination was most visible at sea, not sure I want a kayak painted their colors though. I have noticed that a number of other countries coast guard services have copied their colors, most likely for a good reason. Same reason most fire trucks world wide have similar color schemes.
