Bubbles filled with epoxy dust

Alcohol and Acetone are solvents for epoxy. You might try an alcohol cleaning first and then maybe acetone. But try the bottom of the kayak first with the acetone.

The other thing is to see if varnish will just wet out the dust with no problem. Once again try a spot on the bottom somewhere.

Last resort is want you don't want to hear and a sanding and another coat of epoxy. Bubbles are usually caused by out gassing when people raise the heat in a room and the wood expands forcing air out. Since it's on the fill coat ??? Did you raise the room temp as you started working ?
