How you need to reinforce depends upon what you use for the rudder.
If the rudder mounts to the sides of the stern (gugeons) you need to fill in the plate so there is no squeezing the fabric.
If it just mounts on the top you need a good plate up there.

I'd suggest reinforcing and drilling the mounting holes if you can figure out what you would use, before skinning.

But I've not put one on.
